The Rancho Palos Verdes city council on Tuesday voted 4-1 to begin the process of developing a city ordinance to ban all short-term home rentals, potentially becoming the third city on the Peninsula to prohibit the rentals after Palos Verdes Estates blocked them last month.

The decision came after complaints from residents that the rentals, like those advertised on AirBnB and similar websites, have created safety and quality of life issues in their neighborhoods.

Mayor Pro Tem Brian Campbell voted against the ban, saying the all-out ban wouldn’t solve the problem. Campbell favored a more measured approach to regulating the rentals, he said.

If the ban is approved, the city would contract with a vendor to monitor websites used to advertise short-term rentals to find properties ignoring the city ban and warn those homeowners to stop renting.

Rolling Hills also has banned home rentals for less than 30 days.

Editor's note: A previous version of this story said the council had voted to ban the rentals. Instead they voted to begin the process that could lead to an eventual ban.
